Ontario Grants & Rebates for Permeable Driveways: Hamilton, Guelph & Kitchener-Waterloo

Whether through direct rebates, stormwater fee credits, or grant programs, municipalities across the province are incentivizing homeowners to manage stormwater on their own properties — and the savings can be significant.

Many of our clients are surprised to learn that financial help is available. Here's a breakdown of what's currently on offer in Hamilton, Guelph, and the Kitchener-Waterloo Region.

Why Are Cities Offering These Incentives?

Every time it rains on a traditional driveway, that water rushes off into the municipal stormwater system. Over time, cities spend enormous amounts of money expanding, maintaining, and repairing this infrastructure. When homeowners install permeable paving, they absorb that stormwater on their own property — saving cities money and reducing pressure on storm drains and waterways.

In other words, municipalities are sharing a portion of those infrastructure savings with you. It's a win-win: you get a beautiful, functional driveway and financial support; the city reduces flooding risk and infrastructure costs.

Hamilton: Rain Ready Rebate Program — Up to $5,000

Hamilton has one of the most generous permeable paving incentive programs in Ontario. Through the Rain Ready Rebate Program, administered by Green Venture (an environmental not-for-profit funded by the City of Hamilton), homeowners can receive significant rebates for installing permeable paving.

How Much Can You Get?

  • Tier 1: Up to $1,500 for rain barrels and smaller rainwater management features

  • Tier 2: Up to $5,000 for permeable paving — including driveways, sidewalks, paths, and patios — as well as green roofs and comprehensive multi-feature plans

Who Is Eligible?

The program is open to homeowners, businesses, and property owners within Hamilton city limits. Projects must involve the installation of permeable pavement materials designed to allow rainwater infiltration. Applicants are also required to attend a Green Venture educational session or review specified online materials.

2025 Application Details

The 2025 Rain Ready Hamilton Rebate Program opened April 22, 2025, with applications closing June 1, 2025. Projects must be completed in 2025 with reimbursement forms submitted by September 30, 2025. For future program dates, visit greenventure.ca/rainready.

Note: Starting April 2026, the City of Hamilton is also launching a dedicated stormwater fee for property owners. Homeowners with permeable driveways may qualify for credits against this new fee — providing ongoing annual savings, not just a one-time rebate.

Kitchener & Waterloo: Stormwater Utility Credits — Up to 45% Off Your Bill

The cities of Kitchener and Waterloo take a different approach. Rather than a one-time rebate, they offer ongoing credits on your monthly stormwater utility bill for properties with approved stormwater management measures — including permeable driveways.

How It Works

Both cities charge property owners a monthly stormwater utility fee based on the amount of impervious (hard) surface on their property. If you install permeable paving, you're effectively reducing your impervious surface area — and your bill can drop by up to 45%.

For residential properties, credits are awarded based on the volume of rainwater captured and diverted from the stormwater system. Permeable driveways, patios, and walkways all qualify. Unlike a one-time grant, these credits continue every month for as long as your permeable surface remains in place — meaning the savings compound significantly over time.

How to Apply

Both cities offer online applications through their water utilities portals. You'll need to provide documentation of the permeable paving installation, including the materials used and the surface area covered. Your application is reviewed and, if approved, the credit is applied to your next billing cycle.

  • Kitchener:kitchener.ca → Water & Environment → Stormwater Credits

  • Waterloo:waterloo.ca → Water Utilities → Apply for a Stormwater Credit

Guelph: What's Available?

The City of Guelph doesn't currently have a dedicated permeable driveway rebate program equivalent to Hamilton's Rain Ready program. However, Guelph is actively expanding its green infrastructure initiatives, and residents may qualify for incentives through broader provincial and federal programs.

Additionally, Guelph's Greener Homes Program offers homeowners zero-interest loans of up to $50,000 for property improvements — which can potentially be used toward landscaping and hardscaping upgrades. We recommend contacting the City of Guelph directly (guelph.ca) for the most current information on stormwater management incentives, as programs are added and updated regularly.

Federal & Provincial Programs Worth Knowing About

Beyond municipal programs, there are occasionally provincial and federal incentives that apply to green infrastructure. While the federal Canada Greener Homes Grant has wound down for some retrofits, other programs continue to evolve. It's worth checking Natural Resources Canada's website (natural-resources.canada.ca) for current offerings.
